The Luxembourg Institute of Socio-Economic Research (LISER) is looking for a qualified and experienced Project Management Office Manager specialized in research project management to ensure the smooth running of the Project Management Office (PMO) which plays a pivotal role in the excellence of our research. Its mission is to support our researchers efficiently throughout the entire lifecycle of their research projects.

Your role

The successful candidate will have the following missions:

 

  • Lead the team on a daily basis (workload distribution and priority definition), acting as the primary technical reference and support for the team members when addressing internal or external challenges ;
  • Translate the institute’s strategic vision into actionable goals for the team and be the contact point for  the executive team and various external stakeholders, partners and funding agencies ;
  • Develop the talents by setting individual objectives, monitor individual performance, support skills development, and guide the career paths of the team members ;
  • Maintain a comprehensive overview of the project portfolio, working in close coordination with the Strategic Program & Planning Leader and the Chief Financial and Administrative Officer (CFAO) ;
  • Maintain a proactive watch on European and national funding trends to anticipate strategic opportunities ;
  • Provide ad-hoc reporting, key data, and decision-making analyses (for discussion and arbitration) to the executive team ;
  • Be a true "driving force" in defining and implementing optimization initiatives for business processes and research project management at large.

Your profile

  • Master’s degree (Bac+5) in Project Management, Business Management, or a related field ;
  • Minimum of 10 years of experience in managing complex projects, including proven experience working within a PMO environment, experience in research environment is an asset ;
  • A solid and proven track record in team management is strictly required ;
  • Significant experience in the research domain or in managing projects funded by external bodies (European or national) is a major asset ;
  • Advanced expertise in project management methods (proficiency in specific project management tools is considered an additional asset) ;
  • Strong experience in developing and managing budgets, schedules, dashboards, and project performance indicators (KPIs) ;
  • Solid understanding of the specific administrative, financial, and contractual challenges associated with research projects ;
  • Excellent analytical, structuring, and reporting skills. Familiarity with research information systems (PURE) and ERPs (Odoo) is a plus ;
  • Proven ability to work within multidisciplinary, cross-functional teams in a multicultural and international environment ;
  • Strategic mindset with a strong ability to make decisions and arbitrate in complex situations ;
  • Excellent communications skills, combined with a sharp sense of diplomacy ;
  • Highly organized, rigorous, and capable of prioritizing effectively. You demonstrate proactivity, autonomy, and a strong solution-oriented/service-quality mindset ;
  • Full professional proficiency in French and English is required, knowledge of German and/or Luxembourgish is a highly appreciated advantage.
