Talent Acquisition & Learning Officer (f/m/x)

  • Permanent employment contract on a full-time basis (40h/week)

The Luxembourg Institute of Socio-Economic Research (LISER) is looking for a Talent Acquisition & Learning Officer to strengthen the Human Resources team and contribute to the implementation of the Institute's Human Resources policy.

Your missions

As a Talent Acquisition & Learning Officer, you will drive the full employee lifecycle—from attracting diverse scientific talents to fostering internal growth throughout institutional training plan. You will be directly involved in executing the Institute’s recruitment processes and multi-disciplinary training plan to ensure smooth, optimised and transparent processes that comply with the Institute's regulatory framework.

Recruitment and onboarding

 

  • Develop sourcing strategies via appropriate channels and contribute to employer’s branding;
  • Lead the full recruitment process, from defining needs with managers to onboarding new hires;
  • Organise and coordinate interviews and support managers in candidate selection;
  • Draft employment contracts and other HR documents in collaboration with internal stakeholders;
  • Support new employees, particularly international hires, with administrative and immigration procedures.

 

Training and skills development

 

  • Identify and analyse training needs based on strategic priorities and development needs identified during annual appraisals;
  • Contribute to the implementation and monitoring of the institutional training plan;
  • Organise training actions (logistics, coordination of providers, session monitoring);
  • Ensure budgetary tracking of training and produce Key Performance Indicators.

Contribution to HR projects

 

  • Participate in cross-functional HR projects and the continuous improvement of HR processes and tools;
  • Contribute to internal communication and initiatives related to the employee’s experience.

Your profile

  • Master’s degree (Bac +5) in Human Resources, Psychology, or a similar discipline;
  • Minimum of 5 years experience in a similar role, ideally within a research, academic, or international environment;
  • Ability to manage multiple projects simultaneously, set priorities, and meet deadlines;
  • Strong team spirit with a proactive approach to problem-solving and a positive attitude;
  • Proven ability to handle confidential information with absolute discretion;
  • Solid knowledge of Microsoft Office (Excel, Word, PowerPoint) and HRIS management;
  • Experience in training digitalisation (e-learning), training program design and career management.
  • AI use in HR activities is an asset;
  • Excellent written and oral English and French. Knowledge of German or Luxembourgish is an asset.
