The Luxembourg Institute of Socio-Economic Research (LISER) is looking for a Learning & Career Development Officer to strengthen the Human Resources team and contribute to the implementation of the Institute's Human Resources strategy.

Your missions

As a Learning & Career Development Officer, your primary mission will be to foster internal growth and career progression through our institutional training plan, while also driving the attraction and integration of diverse scientific and administrative talents. You will play a pivotal role in shaping and executing our multi-disciplinary training plan and recruitment strategies by ensuring smooth, optimised, and transparent processes that empower our staff and comply with the LISER's regulatory framework.

 

Training and Career Development

  • Identify and analyse training needs based on strategic priorities and the individual development goals identified during annual appraisals ;
  • Design, implement, and monitor the institutional training plan to actively support the career development ;
  • Organise training actions (logistics, coordination of providers, session monitoring) and explore innovative learning solutions;
  • Ensure budgetary tracking of training activities and produce Key Performance Indicators (KPIs) to measure the impact of learning initiatives.

Recruitment and onboarding

  • Lead the full recruitment process, from defining talent needs to successful onboarding new hires ;
  • Develop sourcing strategies via appropriate channels to attract top talents and contribute to employer’s branding ;
  • Organise and coordinate interviews, acting as a strategic advisor during candidate selection ;
  • Draft employment contracts and other HR documents in collaboration with internal stakeholders ;
  • Support new employees, particularly international hires, with administrative and immigration procedures to ensure a seamless integration.

 

Contribution to HR projects

  • Participate in cross-functional HR projects, with a strong focus on the continuous improvement of HR and L&D processes and tools ;
  • Contribute to internal communication and initiatives specifically dedicated to enhancing the overall employee experience.

Your profile

  • Master’s degree (Bac +5) in Human Resources, Psychology, or a similar discipline;
  • Minimum of 5 years experience in a similar role, ideally within a research, academic, or international environment;
  • Strong expertise in career management, training program design, and training digitalisation (e-learning);
  • Ability to manage multiple projects simultaneously, set priorities, and meet deadlines;
  • Strong team spirit with a proactive approach to problem-solving and a positive attitude;
  • Proven ability to handle confidential information with absolute discretion;
  • Solid knowledge of Microsoft Office (Excel, Word, PowerPoint) and HRIS management;
  • Familiarity with the use of AI in HR & Learning activities is an asset;
  • Excellent written and oral English and French. Knowledge of German or Luxembourgish is an asset.
