HR Operations & Development Officer (f/m/x)
- Ref: 26-12
- Permanent employment contract on a full-time basis (40h/week)
- Work location: Belval (Luxembourg)

The Luxembourg Institute of Socio-Economic Research (LISER) is looking for an HR Operations & Development Officer to strengthen the Human Resources team and contribute to the implementation of the Institute's Human Resources policy.
Your missions
As part of the HR team, you will play an active role in a generalist function and contribute to the implementation of the HR strategy by supporting employees, ensuring compliant and efficient HR processes, and leveraging data and projects to enhance organizational performance, employee engagement, and continuous development.
HR Policy, Procurement & Compliance
- Assist the Human Resources Director in implementing the HR policy and its diverse operational and core development processes;
- Assist the Human Resources Director in HR Procurement and budget follow-up;
- Support the Human Resources Director in compliance matters by anticipating and preparing for regulatory changes.
HR Support, Communication & Development
- Support and advise employees on HR matters;
- Contribute to internal HR communication and to the development of the employer brand;
- Deliver internal trainings on HR topics;
HR Data & Projects
- Collect, analyse, and consolidate HR data to produce reliable strategic dashboards and presentations for management and audits;
- Ensure the accuracy and reliability of HR information and data communicated internally and externally;
- Act as Project Manager in HR projects.
Your profile
- Master’s degree (Bac +5) in Human Resources, Psychology, or a similar discipline;
- Minimum of 5 years experience in a similar role, ideally within a research, academic, or international environment;
- High level of administrative and organizational skills;
- Solid skills in Luxembourgish legislation (labor code, social security, tax, collective bargaining agreements);
- At ease with figures and data management;
- Ability to manage multiple projects simultaneously, set priorities, and meet deadlines;
- Strong team spirit with a proactive approach to problem-solving and a positive attitude;
- Proven ability to handle confidential information with absolute discretion;
- Solid knowledge of Microsoft Office (Excel, Word, PowerPoint) and HRIS management;
- AI use in HR activities is an asset;
- Excellent written and oral English and French. Knowledge of German or Luxembourgish is an asset.
